care a great program that will benefit the vast majority of americans. he did not address the lie thing straight on, but indicated that his descriptions of the benefits of the program, kate, were accurate, all right. that it is, once it gets all sorted out, going to be a panacea on the healthcare front. and you say? >> well, i was shocked, frankly, that the president, after we heard dozens of letters on the hill today, the congressionals were asking sebelius questions, we heard all these letters from constituents about how their rates are skyrocketing and, yet, the president is sticking with the line that their rates are going to be lower. their premiums are going to be lower. he is digging. in and on the question about whether you are going to lose your insurance. i thought he dug. in he almost the president

went out there and said you can keep your insurance policy even though in 2010 the regulations made it clear that 40 to 62% of people with -- who were self-insured were going it lose. >> did he read that? i doubt it. >> the president understands the plan and he knows that in order for enough people to go into the obama care exchanges, they are going to have to lose their current insurance. he had to have understood that's the only way it's sustainable. i have to say i think it was a lie. >> and ebony, you say? >> i say i'm less concerned with things we don't have enough evidence to prove. i was surprised, bill, in this speech we just saw from the president that he did not address it more head on. i think that now is the proper time for president barack obama to come clean with the american people and say, you know what? i use language that did not fully disclose what i meant. what i meant to say was if you like your policy, and it

>> so she wasn't a micromanager on the rollout of obama care -- >> -- not at all. >> which was her big thing. that's what the secretary is in charge of doing. she came across today, in my opinion, as not daughterring, she was kind of defiant and authority former governor of kansas. but i'm trying to find the theme here. at one point, one the questions was, well, isn't president obama responsible? you know, you are his agent, but isn't he ultimately responsible? and she said yes. i thought that was a fairly gutsy answer. >> well, indeed it was. and then what we were a little bit confused about was there didn't seem to be a consistency of how they briefed the president and kept him informed as to how this was progressing. and, indeed, we have been conducting oversight since march of 2011. they knew we were asking these questions. this was like our 12th or

13th hearing that we have done on the president wants healthcare law and its rollout. >> okay, but if that's true and you had been providing oversight for two years running up, why didn't you come on the factor and tell us this thing is going to be a disaster? >> we have been doing our best to get the message out that we had serious concerns about this. what we also were very concerned about was the fact that when we had all of the contractors in front of us, just in september, what they were saying was, yes, indeed, we think we are going to have this ready. h.h.s. had a group of people, we never could really figure out who was in charge, and, as you saw today, that still seems to be something. >> we assumed that nobody was in charge because it just collapsed. >> right. >> now, so we are talking about incompetence here. this is what i am getting. >> yeah. >> they are incompetent it. they can't run it. is that fair? >> that is fair.

the incompetence on every level is absolutely staggering. whether it is the financial management or the rollout. >> have you been in washington for quite some time. you know that presidents, they are not paying attention to day-to-day on much. they are running here. they are running there. they are raising money every two minutes. they are on the golf course. you know, they are all over the place. how much responsibility do you put at president obama's doorstep, number one, and do you believe as an american, not just a congress person, that he lied to you? >> there are couple of things. number one, i think the president does bare part of this responsibility. he should have known what questions to ask the secretary. and, how she was holding her team accountable. the president's healthcare law is his signature. >> he didn't do his job in your opinion? >> that is correct. he did not provide the oversight and the leadership necessary there. now, when it comes to if you

like your plan you can keep it, i have got to tell you, bill, that is proving to be a falsehood. we are hearing from hundreds of thousands of americans. >> i don't think there is any doubt about it. so the question then becomes did he lie to you? do you believe as an american now, not a member of congress, that he looked in the camera and lied to marcia blackburn? do you believe that? >> i think that the president -- maybe he was not informed by his staff that what he was saying was incorrect. i would have thought his staff would have said, hey, mr. president, listen, we have got some information that says that is not correct. you might want to stop saying that because it doesn't look like it's going to be true. >> okay. so you are not ready to quality president of the united states a liar at this point? >> i think that we need to figure out who -- if he knew it, there are bigger problems. because -- >> -- you bet. >> because then he was out there. >> if he knew it, he has got major problems and you guys might be in an impeachment

situation. but right now the evidence is that we don't have any evidence to tie him directly to that kind of high crime and misdemeanor as they say. >> well, and one of the things that was brought out today by one of our members was, look, could you please tell the president that he shouldn't be saying this because it is just not proving to be true. we have too many people. >> i don't think you will hear him say it again but i could be wrong. >> i don't think so either. i think you are right about that. >> all right, congressman, we appreciate your time on a busy day. is white house spokesman jay carney hurting the country. dana perino former white house press secretary herself will weigh in. how liberals are evaluating the president's current problems. we're coming right back. i got this. personal story segment tonight. carrying the president's message. one of the co-hosts of the five dana perino was spokesperson for president bush the younger. jay carney who may have the toughest job in the country right now. >> his job is to make the president look good, period. and if, in order to do that, he has to mislead the american people, if he has to tell mumbo jumbo, half truths to the american people or worse, he will do it because that's his job. some people may find that noble and loyal, i don't. >> hear now is ms. perino, i'm going to tell the audience. i'm not going to ask to you attack jay carney. it wouldn't be classy of me to do and it wouldn't be classy of you to do. however, goldberg is saying that jay carney is hurting the country is that fair. >> i don't think it's entirely fair.

in any white house you never have a meeting where you talk about the policy problems. it's always a communications problem. jay carney is basically the daily piñata for the administration right now. as press secretary he doesn't have any assets. he has no resources. he controls no budget. so he can't say hey, let's fix this web site. let's go do this in syria. >> no, they don't have any power to make policy. he can advise. i'm sure you gave suggestions once in a while, right? >> that is something that i think has been lacking. for example, when the rollout -- they find out a month before that it's not going to go well, either somebody doesn't tell the white house or they decide not to tell the president and they don't do anything about it. >> but you don't know if carney may have whispered hey, okay this doesn't look good. >> he may have. we don't know what sort of forces is he dealing with. >> let's stay with the facts, okay? my opinion, just as a journalist, jay carney looks foolish almost every day. would you dispute that? >> yes. and i think that's partly

because he is a victim of circumstance. >> oh, no, no, no. >> he looks foolish, he dodges, he weaves, he doesn't answer, he accuses our guys of -- fox, oh yeah, they are asking legitimate questions. >> he is quite patronizing and very thin-skinned but so his boss. >> stay on carney. so you are telling me that i think he looks foolish, i do too. that's my opinion. jay carney looks foolish. you disagree. you don't think he looks foolish to the folks watching? >> in particular on obama care? >> oh yeah because that's his job right now. >> is he trying to defend the indefensible. what has happened is that reality has hit the rocks. and now he is the one who has to sit out there and say okay, this is our situation. on, in particular on whether obama lied to the american people. that -- that accusation is quite strong and it stipulation for a press secretary. there is a flak jacket that hangs in the hallway of the press secretary's office. every press secretary puts a little note in there for the

next press secretary. the note i wrote says something along the lines is don't take it personal. as soon as you start taking it personal. >> that's good advice. i don't have anything against jay carney, i don't think he is looking strong and the weaker he looks, the weaker president obama looks by extension. now, tony snow, friend of mine. >> um-huh. >> i never saw tony snow look week out there, ever. he had a lot to deal with. he had no weapons of mass destruction. he had wars going south. he had a lot on his plate. never saw him look weak. he would dodge once in a while, he did. but he didn't look as weak as carney looks. and he had even tougher stuff to deal with than carney. >> also he wasn't patronizing to any reporter. he would talk to anybody and talk for hours. he also brought a graciousness and gravitas and very self-deprecating which helped. >> let's say snow was a little more skilled in dealing with this than

carney. now, you, did you ever say anything to the press that mislead the country? did you ever do that? >> not -- no. not that i'm aware of. >> you never did that? >> and the only thing you have as a press secretary is your integrity. it's the only thing that you own. >> carney mislead the whole country on benghazi, libya. he mislead the country. >> where did that originally come from? >> so you are telling me that if you are ordered to the press -- >> -- i would not. >> spokesperson has to mislead? >> actually, i never understood that. >> but carney has mislead. >> when you are the press secretary you have to also act like a reporter and be sceptic call and be chicken little, if we say that today is that going hold up to be true in three days. you have to be the pain in the rear rather than just saying whatever they ask you to say. i actually didn't run into that problem as press secretary. >> no, you were at the end, and, you know, you were wrapping it up for the boys. here is the bottom line, i try to put myself in the shoes of the person i'm
